Luc Dowling focuses on supporting clients and capital providers on complex transactions and disputes, bringing an investor’s perspective to the valuation, structuring, financing, enforcement and monetization of legal and financial assets. Luc brings his dual finance and law background and creativity to bear, providing his multi-disciplinary experience at the intersection of law, finance and investing, with a particular focus on complex disputes, distressed and special situations -- including judgment enforcement, sovereign, municipal and corporate restructurings, liquidations, litigation finance and legal assets.

He brings experience acting in a principal capacity at alternative investment firms for more than two decades, where he was often involved in high-stakes activist situations in the sovereign, municipal and corporate arenas involving complex legal and regulatory processes.

He has extensive experience leading global multi-jurisdictional litigation, enforcement, restructuring, and recovery strategies across North America, Latin America, Europe, the Middle East, Eurasia and Africa. Luc played a leading role in landmark sovereign matters, creditor committee negotiations, constitutional challenges, and high-stakes restructurings involving governments, state-owned entities, and financial institutions. He brings significant experience coordinating legal, commercial, public affairs, and stakeholder engagement strategies in matters involving billions of dollars in liabilities and investments.

Prior to joining DLA Piper, Luc served as a Senior Special Situations Strategist at a leading global alternative asset manager, where he focused on investments across the firm in complex special situations, including in the sovereign, corporate, and legal assets spaces. Previously, he spent more than 16 years as a senior investment professional at an activist distressed investment firm, playing a leading role in investments and creditor strategies across sovereign enforcement, sovereign, municipal and corporate restructurings, and other special situations matters worldwide. Earlier in his career, Luc worked in investment banking and completed legal training with leading international law firms, providing him with a distinct combination of legal, financial, restructuring, and strategic advisory experience.

EXPERIENCE

  • Acted as a principal investing in special situations, including complex distressed/stressed sovereign, sub-sovereign, municipal and corporate credits, judgment enforcement, liquidations, general litigation finance claims, and private credit
  • Led a decade-long Argentina sovereign debt "holdout trade" position involving world-wide asset recovery and tracing, multi-jurisdictional enforcement legal strategy, and sovereign immunity analysis; key contributor in litigation resulting in pari passu injunction and multi-billion dollar settlement
  • Led Puerto Rico investments of US$70+ billion in capital structure
  • Leadership role in ad-hoc creditor committees, developing the strategy around litigation and public relations, with extensive involvement in lobbying efforts relating to PROMESA. Led litigation regarding constitutionality of Puerto Rico Oversight Board resolved in US Supreme Court
  • Managed sovereign and sub-sovereign restructuring positions across Western Europe, Eastern Europe, Central America, Latin America, the Middle East, and sub-Saharan Africa
  • Led complex Eastern European/Russia-related sovereign investment position, leading an integrated team across trading, research, communications, operations, and legal functions. Successfully conducted a campaign vis-à-vis a European depository institution resulting in settlement and clearing of securities
  • Sourced. evaluated and invested in complex litigation funding transactions – spanning commercial, tort and sovereign spaces

Earlier in his career, Luc worked in investment banking and completed legal training with leading international law firms, providing him with a distinct combination of legal, financial, restructuring, and strategic advisory experience.
