Ruxandra Lazar heads DLA Piper France’s Public Law practice. A graduate of the École nationale d’administration (ENA), she combines an in-depth understanding of the French administration and public sector with more than 20 years’ experience advising on complex projects, transactions and disputes involving public law and regulated sectors.

She advises French and international clients on sensitive matters involving the French State, public authorities and regulators. Her practice covers administrative, constitutional and EU law, public procurement and public contracts, sectoral regulation, French foreign investment control, privatisations and other strategic regulatory matters.

Ruxandra has particular experience in energy and natural resources, infrastructure, defence, telecommunications, transport and public services. She is especially recognised for her work in the energy transition sector, including geothermal energy, mining and critical minerals projects, where she advises on project development, permitting, regulatory reform and disputes.

Her practice is distinguished by the combination of advisory, transactional and contentious expertise. She assists clients throughout the full lifecycle of projects and investments, from structuring and regulatory approvals to implementation and dispute resolution, including high-stakes litigation and arbitration proceedings.

EXPERIENCE

  • Advising the French Association of Geothermal Professionals (AFPG) on the reform of the Mining Code and the legislative and regulatory framework applicable to geothermal activities in France.
  • Advising developers, investors and industrial groups on the development, permitting and regulatory aspects of geothermal and critical minerals projects in France.
  • Advising international investors and multinational groups on French foreign investment control, national security reviews and other regulatory approvals in strategic sectors.
  • Advising on strategic defence procurement projects, defence regulation, war materials licensing and sovereign industrial policy matters.
  • Advising on acquisitions, investments and financing transactions involving public service contracts, regulated activities and public-sector approvals.
  • Advising on telecommunications, digital infrastructure and other highly regulated sectors, including market entry, regulatory compliance and interactions with public authorities.
  • Advising governments, investors and project sponsors on major mining, natural resources and infrastructure projects in Francophone Africa, including licensing, regulatory compliance, sector reforms and investment disputes.
  • Advising on energy regulatory matters, including renewable energy, BESS, grid connection, electricity market regulation, data centre developments and related regulatory matters.
  • Representing clients in high-stakes administrative and regulatory disputes before French courts, regulators and public authorities.
