UAE introduces new music licensing regime

The UAE has introduced a new music licensing regime for the commercial use of copyrighted music. The Ministry of Economy has authorised two entities to manage the collection of royalties and permits, namely, Music Nation and Emirates Music Rights Association (EMRA). With the licensing rate card now approved, businesses that use copyrighted music commercially in the UAE should start preparing now, as the annual licensing fees will apply from 1 December 2026.

The new music licensing rate card introduces annual license fees across a range of sectors, including:

1. restaurants;
2. cafes;
3. hotels;
4. retail outlets;
5. gyms; and
6. television and radio broadcasting.

The rate card also identifies exemptions for certain organizations including government entities, educational institutions and non-commercial charitable events and celebrations.

Fees are categorised based on the type of business, venue size and how the copyrighted music is used. For example, live music or DJ performances will generally be subject to higher fees.

As at today, it is already possible to apply for individual or group licenses through EMRA. Prior to the fees coming into effect on 1 December 2026, it is important for clients to consider how these changes will affect their music usage in the UAE.
