Matt Botwin brings clients a rare operator-side perspective on the regulatory, commercial, and geopolitical issues shaping communications networks worldwide. Having led global government affairs and market access efforts for major satellite and telecommunications platforms, he understands not only how regulators approach spectrum, licensing, and market-entry decisions, but also how those decisions affect deployment timelines, investment strategy, customer commitments, and business growth.

That experience gives Matt a distinctive ability to translate complex regulatory requirements into practical strategies for satellite operators, telecommunications providers, technology companies, investors, equipment manufacturers, and governments. His work sits at the intersection of communications law, spectrum policy, government engagement, international expansion, and commercial transactions, helping clients anticipate regulatory risk, secure critical authorizations, and move confidently in highly regulated markets.

Prior to joining DLA Piper, Matt served as Director of Global Satellite Government Affairs at SpaceX, where he led global market access efforts supporting the deployment and expansion of the Starlink satellite broadband service. In that role, he directed teams responsible for obtaining market access approvals, landing rights, and spectrum authorizations across Europe, Africa, Asia, and the Americas, helping to secure regulatory pathways for one of the world's most significant communications infrastructure initiatives.

Earlier in his career, Matt founded and led Regent Square Group, a telecommunications and satellite consulting firm that advised leading communications companies and governments on market entry, regulatory strategy, and spectrum policy. His clients included SpaceX, Intelsat, Inmarsat, ViaSat, Eutelsat, and governmental entities throughout Asia and the Middle East. He successfully built and sold the firm in 2017.

Matt previously served as Senior Manager of International Regulatory Affairs for PanAmSat, now Intelsat, where he managed international licensing and spectrum matters and supported the global expansion of satellite communications services. His experience includes advocacy before national regulators, international regulatory organizations, and policymakers responsible for telecommunications and spectrum management frameworks.

Matt is particularly recognized for helping clients navigate challenging regulatory environments, obtain critical operating authorizations, develop spectrum strategies, and engage constructively with governments and regulators on matters involving emerging communications technologies. Over the course of his career, he has contributed to regulatory and policy developments affecting satellite and telecommunications markets in dozens of countries worldwide.
