Théo Bougouin

Théo began his career as a ground segment engineer where he oversaw the procurement of Gateways and Carrier Monitoring System. He also developed tools to optimise the satellite’s beam pointing performance. Théo transitioned to the role of a Spectrum Management and Regulatory Engineer. In this role, he conducted sharing studies and modelled simulations for coordination work, helping protect spectrum assets from various forms of interference. He was also responsible for managing regulatory filings from different administrations.

In 2021, Théo took on the role of Engineering Manager in Technical Policy & Regulatory Engineering. In this position, he led frequency coordination efforts, negotiated agreements with various networks, and developed strategies to influence change across national, regional, and global platforms.

Prior to joining DLA Piper, Theo served as Senior Engineering Manager at Access Partnership, where he led frequency coordination efforts, managed ITU filings for new and existing satellite networks, and oversaw a team delivering technical policy and regulatory engineering services.

Before that, Theo spent over a decade at Avanti Communications in progressively senior roles, including Spectrum Management and Regulatory Engineer, Gateway Earth Station Project Manager, and Ground Segment Engineer. During this time, he led spectrum engineering studies, managed the deployment and testing of Ka-band antenna systems, directed ground station validation and RF performance testing.
