Javier Valenzuela joined the Firm's Mexico City office in 2025. He is a lawyer with more than 10 years of experience advising domestic and international companies on a wide range of trade and customs matters, with a particular focus on regulatory compliance, audit defense, and cross-border operations involving Mexico.

Javier has extensive experience representing clients in customs audit defense proceedings before Mexican authorities. His practice includes the development and implementation of penalty mitigation strategies, as well as the handling of administrative and judicial litigation arising from customs assessments, fines, and sanctions. He regularly assists clients in managing complex interactions with customs and tax authorities, helping them reduce exposure and resolve disputes efficiently.

In addition, Javier frequently advises clients on trade compliance matters related to Mexican trade promotion and incentive programs. His experience includes counseling companies operating under IMMEX (maquiladora) programs, PROSEC benefits, RFE and VAT Certification regimes, supporting clients in maintaining compliance, preserving benefits, and addressing regulatory risks throughout their supply chains.

Javier also has significant experience in origin verification audits conducted by the Mexican government against exporters and producers. He advises clients throughout all stages of these proceedings, including information requests, substantive responses, and challenges to adverse determinations, drawing on his deep understanding of international trade agreements and rules of origin.

Through his practice, Javier works closely with multinational companies across various industries, providing practical, business-oriented advice that aligns legal compliance with operational realities.
