Urbanistic Simplex: Reform of Urbanistic and Planning Licensing

On January 8, 2024, Decree-Law no. 10/2024 was published in Portugal, as part of the “More Housing Program”, which introduced administrative simplification measures in the field of urban planning and land use planning. This Decree amended the Legal Regime for Urbanization and Building (RJUE) and the General Regulation for Urban Buildings (RGEU).

The aim of this law is to ensure administrative simplification by eliminating licenses and authorizations, eliminating unnecessary administrative acts, providing for new forms of prior communication, exemption and waiver of prior control, and standardizing the practices and methods to be adopted by municipalities.
