
Jeffrey Scott
Of CounselJeffrey Scott is a seasoned investigations and compliance attorney with over 14 years of in-house experience at a global Fortune 50 pharmaceutical company managing both investigations and proactive compliance functions. Jeffrey leverages his extensive in-house experience to implement practical compliance solutions for clients. He has in-depth experience in evaluating and implementing compliance policies, processes, controls, and systems with a flexible, business focused mindset in the life sciences sector and in the area of innovative technologies, including AI and third-party messaging apps. Throughout his career, Jeffrey has demonstrated an entrepreneurial approach to solving challenges and seizing opportunity. While he was in-house he launched and built various teams and prior to going in-house he started a solo legal and consulting practice.
Jeffrey has conducted—and favorably resolved—investigations in both the United States and internationally on issues such as corruption, off-label promotion, patient interactions, conflicts of interest, safety reporting, and research misconduct. He also served as the past co-chair of the International Federation of Pharmaceutical Manufacturers and Associations working group on AI and Data Ethics and oversaw the creation of industry notes for guidance in those areas.

- Conducted investigation related to adverse event reporting by sales organization of Japanese affiliate of multinational life science company
- Coordinated global compliance due diligence of acquisition’s operations and performed on-site reviews at Indian manufacturing facilities for life science company
- Conducted investigation into life science company’s US sales and marketing practices and patient interactions in support of a rare disease product
- Managed multiple investigations for life sciences company related to meals and gifts provided to HCPs who are licensed in US states with gift or meal prohibitions
- Conducted investigation into evaluation process for adverse events by safety organization of life science company
- Overhauled company’s internal investigations processes and matter manager guidelines
- Led assessment of global speaker program practices in various global markets for multi-national life sciences company
- Conducted an internal review of life science company’s HCP Engagements and HCP spend in Russian market
Compliance Program
- Provided advice and implementation support to a life science company’s overhaul of its US speaker program policy, processes, and system
- Counseled life science company on revamping its US fair market value methodology for engagement of HCPs
- Advised on development of global samples policy for multinational life sciences company and counseled on implementation and change management across multiple markets
- Led effort for multinational life science company to evaluate and update its US policies and processes for co-pay cards
- Supported launch of multinational life science company’s commercial focused, business led global compliance committee, including development of risk registry and process for tracking and oversight of projects
- Advised on a multi-year internal process and system overhaul project of a multinational life science company’s compliance department

- Advised on compliance program aspects of corporate ethical AI policy and program for multinational life sciences company
- Advised on development of AI facet of life science company’s third-party risk program

Prior Experience
Immediately before joining DLA Piper, Jeffrey worked at Fortune 500 Pharmaceutical Company in their Corporate Compliance Organization in various roles with increasing seniority. In his last role, he led a team that managed digital risk (e.g. AI, third-party communication apps), oversaw systems and processes for the Compliance organization, and provided data analytics support across the Compliance function. Prior to that role, Jeffrey served as Compliance Lead for the company’s Global Internal Medicine business and as Compliance Lead for the company’s Strategy and Operations Organization. Earlier in his in-house career he was part of the Compliance Investigations team where he conducted investigations in both the US and in Japan, Korea, and Taiwan across a broad range of issues.
Jeffrey previously owned his own consulting practice where he focused on grass-roots political activities in support of legislation and candidates.
Earlier in his career Jeffrey was a litigation associate at an AmLaw 100 Firm in New York and an AmLaw 100 Firm in Philadelphia.
