About

Hamza Akli is a Partner in DLA Piper’s Paris insurance practice. He advises insurers, reinsurers and intermediaries on regulatory, distribution and contentious matters, in France and internationally.

His practice covers market access, Solvency II, governance and outsourcing, with a particular focus on cross-border distribution and product oversight and governance (POG). He also advises on insurance company restructurings, portfolio transfers and run-off transactions.

Hamza acts for insurers and intermediaries in ACPR supervisory and disciplinary proceedings, and represents insurers and reinsurers during investigations and inspections conducted by the ACPR and the DGCCRF.

His litigation practice includes prudential provisioning, bonuses under life and health insurance policies, and the eligibility of financial instruments underlying life policies. He also handles strategic financial loss insurance disputes involving a risk of serial claims.

He serves on the LexisNexis UK Consulting Editorial Board (Insurance & ESG) and co-leads, with Luc Bigel, the editorial content of the (re)insurance undertakings section of Lextenso’s Insurance Essentials collection.

Drawing on experience gained both within the banking sector and in private practice, Hamza combines strong technical insurance expertise with a practical understanding of the commercial and operational challenges faced by regulated financial institutions. This dual perspective allows him to provide pragmatic advice on complex regulatory, supervisory and contentious matters affecting insurers, reinsurers and other financial services businesses.

  • Insurers and pension funds on reorganising their governance arrangements and meeting regulatory requirements for outsourcing.
  • Insurers and intermediaries in ACPR supervisory and disciplinary proceedings.
  • Insurers on portfolio transfers and run-off transactions in France and internationally, including ACPR approval procedures for portfolio transfers.
  • Mutual insurance companies on a restructuring project leading to a merger.
  • Insurers on the establishment of a European Economic Interest Grouping (EEIG).
  • Insurers and intermediaries on the design of national and cross-border insurance distribution arrangements.
