Ignacio advises on sanctions and export controls, with a focus on managing sanctions related transactional and counterparty risk, compliance programme design, as well as license applications and regulatory notifications.
His practice involves regular advice on EU trade sanctions, including on IT hardware, software, industrial machinery and related technical services. He assists clients in navigating product classification questions, assessing compliance risks linked to cloud infrastructure and cross border technical support, and identifying product-diversion and circumvention risks.

In addition, Ignacio brings a strong understanding of supervisory expectations and enforcement risk, informed by his prior experience in the European Commission’s Sanctions Unit (DG FISMA), giving him a practical sense of how sanctions policy is developed and interpreted at the EU.
He also advises on EU technology and connectivity related regulatory matters, with a particular focus on satellite communications and other strategically sensitive technologies. His work includes supporting clients on spectrum and market access issues, sovereign and secure connectivity requirements, and the practical application of EU policy initiatives and regulation in the space and telecommunications sector.

EXPERIENCE

  • Global IT service providers and industrial manufacturers on the application of export related sanctions to their products, IT systems and technical support arrangements, including product classification, risk-exposure mapping and sanctions licensing efforts.
  • Several international financial institutions, including through an external secondment, on complex transactions and day-to-day management in the context of their global operations.
  • Various clients, representing them before national competent authorities with licence applications, reporting requirements and clarification requests, particularly in the context of EU sanctions against Russia.
  • Providers of mobile satellite and secure connectivity services on EU regulatory, spectrum and market access requirements, including engagement with national authorities and the European Commission.
