Eloise Pollard is an Associate in DLA Piper’s public law team. She has experience working with both public and private sector clients on a broad range of contentious and non-contentious matters.

Eloise has acted for both claimants and defendants in judicial review proceedings and has experience advising public bodies in relation to defensible decision-making, good governance, exercise of statutory functions, drafting legislation, implementing legal reforms and complying with the Public Sector Equality Duty.

EXPERIENCE

  • Acting for public sector bodies in high profile public inquiries including the COVID-19 Inquiry
  • Advising a private company, which will become wholly owned by the government, on its transition from a private body to a public corporation (with statutory functions)
  • Advising multiple commercial clients on potential public law challenges in relation to tax
  • Advising a private equity investor in relation to the public law risk associated with GBP 2 billion investment
  • Advising a public sector body on public law risks in relation to a significant digital transformation project
  • Advising a national charity on the results of an investigation into financial impropriety (including its regulatory and reporting obligations to the Charity Commission)
  • Acting for a commercial client looking to challenge a public procurement in the healthcare sector
  • Advising a private members club on its response to complaints and threats of legal action in respect of alleged breaches of the Equality Act, safeguarding and childcare law, special educational needs provisions and data protection 
  • Acting for a number and range of government bodies to defend public procurement
  • Acting for a statutory regulator in ~35 appeals brought in the Upper Tribunal in the connection with the exercising of its statutory functions
