Raúl Quintero is an associate in the International Arbitration practice at DLA Piper's Mexico City office. He focuses his practice on international arbitration and public international law. 

Raúl has extensive experience handling complex, high-stake disputes across the energy, infrastructure, oil and gas, construction, real estate, mining, transport and public procurement sectors. He has represented private corporations, governmental entities and state-owned companies in proceedings governed by the major institutional rules, including those the International Chamber of Commerce (ICC), the London Court of International Arbitration (LCIA), and the International Centre for Settlement of Investment Disputes (ICSID). 

Raúl has collaborated extensively with experts on issues related to engineering, delays, and the quantification of damages.

  • Representing a state-owned transportation system in a Spanish-language, Mexico City-seated ICC arbitration arising from a long-term service contract
  • Representing a US energy giant in a Spanish-language, New York-seated ICC arbitration concerning a combined cycle power plant
  • Representing Goldgroup Resources, Inc. in an ICSID arbitration concerning a NAFTA legacy claim regarding an investment in a gold mining project (Goldgroup Resources, Inc. v. United Mexican States, ICSID Case No. ARB/23/4)
  • Represented the Mexican subsidiary of a leading US energy and infrastructure company in a Spanish-language, Mexico City-seated ICC arbitration arising from an engineering, procurement and construction (EPC) contract for the design and installation of a natural gas compressor station in northern Mexico
  • Advised a Mexican oil and gas company in a pre-arbitral settlement concerning the operation and maintenance of a hydrocarbon storage terminal
  • Represented two US investors in English-language, Los Cabos-seated ICC arbitrations against a US real estate developer and its Mexican affiliates, concerning the construction of two ultra-luxury properties along Mexico's Sea of Cortez
  • Represented a Mexican state-owned company in a Spanish-language, Mexico City-based LCIA arbitration arising from EPC and operation & maintenance (O&M) contracts for the design, installation and operation of a coal transportation system, including vessel demurrage claims at a major Mexican seaport
  • Represented a Mexican state-owned company in two Spanish-language, Mexico City-seated LCIA arbitrations arising from EPC contracts for the design and installation of transmission lines and electric substations in northern Mexico
  • Represented a Mexican state-owned company in a Spanish-language, Mexico City seated LCIA arbitration against the Mexican subsidiary of a French energy giant concerning the construction of a wind farm in southern Mexico, including claims for lack of indigenous consultation
  • Represented a Mexican state-owned company in a consolidated Spanish-language, Mexico-City based LCIA arbitration arising from five power purchase agreements (PPAs) for the supply of contracted power
  • Represented a Mexican state-owned company in a Spanish-language, Mexico City-seated ICC arbitration against the Mexican subsidiary of a leading Canadian oil and gas company arising from a natural gas transportation contract
  • Represented a Mexican state-owned company in a Spanish-language, Mexico City-seated LCIA arbitration against the Mexican subsidiary of a Spanish energy giant concerning the construction and commissioning of a combined cycle power plan

Pro Bono

Raúl advised the United Nations (UN) Special Rapporteur on the basic human right to a clean, healthy and sustainable environment, providing legal analysis on the scope and implications of the 2025 sanctions imposed by the US government on the International Criminal Court.

Prior Experience

Prior to joining DLA Piper, Raúl was an associate in the arbitration and litigation group at one of Mexico's largest law firms. Additionally, he previously served as in-house counsel in the arbitration unit of Mexico's state-owned electric utility.
