Doug Lavey advises clients on regulatory, transactional, and logistics-related matters across the transportation sector. His transportation work focuses on regulatory strategy, compliance, enforcement and engagement with federal and state government agencies, including the National Highway Traffic Safety Administration, Pipeline and Hazardous Materials Safety Administration, Federal Railway Administration, Surface Transportation Board, Federal Aviation Administration, and state Departments of Transportation.
Doug is a leader of the firm’s supply chain and logistics practice, helping clients navigate sourcing, distribution, and multimodal transportation issues across global supply chains. He integrates regulatory compliance, risk allocation, and commercial strategy so clients can manage transportation and logistics considerations across the product lifecycle—from design and sourcing through post-delivery obligations and end-of-life requirements.
Doug also maintains a robust environmental transactional practice, supporting complex mergers and acquisitions, debt financings, and commercial real estate ventures. In this role, he advises clients on environmental due diligence, regulatory compliance, enforcement exposure, emerging contaminants, and hazardous materials remediation, helping buyers and sellers identify and manage environmental risk in high-value transactions.
Prior to joining DLA, Doug worked on transportation policy matters at the federal, state, and local levels, including advising agencies on how to effectively incorporate new modes of transportation, such as autonomous vehicles (AVs), unmanned aircraft systems (UAS), and electric scooters, into their transportation systems as well as how to manage and utilize mobility data.
