Rebecca has experience advising a broad range of private and public sector clients on a variety of commercial and technology matters on a local, national and international basis.

She has a focus on public procurement and regularly advises government bodies on procurement law matters, as well as commercial and contractual issues. Rebecca has assisted on several significant outsourcing and technology transactions for a number of public sector clients, and has experience in advising, drafting and negotiating a range of commercial agreements.

EXPERIENCE

  • Advising a public body on the reprocurement of fragmented cloud services into a single supplier agreement with services being provided by multiple cloud providers operating in a multi-cloud environment, procured using TPAS2. 
  • Advising a central government department on a new large scale grant funding programme, including drafting of the grant funding agreement and associated documents.
  • Advising suppliers to the public sector on routes to market, structuring of service models and how to utilise and contract for reseller arrangements.
  • Advising a NHS Trust on the drafting and negotiation of a 10 year contract for the provision of an electronic patient record solution and integration into another NHS Trust's EPR instance.
  • Advising an executive non-departmental public body on the procurement and negotiation of a contract in respect of collaboration licences for use across the health family.
  • Advising an executive non-departmental public body on its first generation global outsourcing and transformation programme for its professional services function procured following a competitive dialogue procurement procedure.
