Gwendolyn Keyes Fleming joins DLA Piper’s Environmental Regulatory practice in Washington, DC

DLA Piper is making a key strategic expansion of its Regulatory & Government Affairs practice and Environmental group with the arrival of Gwendolyn Keyes Fleming as a partner in Washington, DC.

Fleming’s practice focuses on environmental policy, litigation and white-collar criminal defense matters, including audits and special investigations. She has provided strategic advice and counsel on national security matters related to incident response and the protection of environmental and energy infrastructure from cyber and physical threats.

Fleming has more than 20 years of public sector experience, having served as both an elected and appointed official at the state and local levels, as well as in various branches of the federal government. Fleming was appointed chief of staff to the Environmental Protection Agency (EPA), where she assisted in coordinating the political and career leadership responsible for executing the agency’s regulatory agenda in all environmental programs. She ascended to this position following her service as the EPA Region 4 (Southeastern Region) regional administrator, where she was responsible for establishing and implementing environmental policy for eight southeastern states and six federally recognized tribes. She also served as the principal legal advisor (general counsel) for Immigration & Customs Enforcement (ICE) in the US Department of Homeland Security (DHS).

In addition to her time at the DHS and EPA, Fleming was twice elected district attorney for the Stone Mountain Judicial Circuit in DeKalb County, Georgia, and she was the first African American and first woman to hold that office.

“Gwen is well-known and widely respected in the environmental regulatory space,” said Edward “Smitty” Smith, US chair of the firm’s Regulatory and Government Affairs practice and managing partner of the Washington, DC office. “Her experience addressing cutting-edge environmental issues will be an important asset to our clients.”
