DLA Piper’s Karina Lynch, Tony Samp, Steven Phillips, and Melissa Gierach named in The Hill’s 2025 Top Lobbyists list

DLA Piper’s Karina Lynch, Tony Samp, Steven Phillips, and Melissa Gierach, have been named to The Hill's 2025 Top Lobbyists list, recognizing “the industry’s savviest, most influential and well-connected advocates across Capitol Hill” who have made “measurable impacts on the course of policy and politics.”

Lynch, Chair of DLA Piper’s Government Affairs and Public Policy group, has more than two decades of private practice experience representing Fortune 50 and Fortune 100 companies, including many of the world’s leading biopharma companies, with a focus on AI, intellectual property, healthcare tax, and trade matters. Prior to moving to private practice, Karina spent five years on Capitol Hill.

Phillips, a Partner in the Government Affairs and Public Policy group, represents corporations and foreign governments on complex matters before Congress, the Administration, and federal agencies, with a concentration on issues related to trade, technology, defense, homeland security, AI, and Congressional investigations. He spent ten years working in the Senate as a Counsel and a Legislative Director.

Samp, a Principal Policy Advisor, leads DLA Piper’s AI Policy practice. He focuses on complex business development and risk mitigation strategies for senior policymakers and business executives and is among the foremost advisors in the US on issues related to national security, artificial intelligence (AI), and emerging technology. He has 18 years of experience working with members of Congress, industry, and the executive branch.

Gierach, Managing Director for Tax Policy, oversees technical and political advisement in all aspects of tax policy, spanning both federal legislative and regulatory action with tax implications. Prior to joining DLA Piper, she served as a senior advisor of tax and economic policy within the US Congress for nearly ten years.
