Morgan Schick advises organizations across the telecommunications and technology sectors on a wide range of regulatory policy and transactional matters before the Federal Communications Commission (FCC), National Telecommunications Association (NTIA), and state public utility commissions.
Morgan regularly counsels telecommunications companies on developing strategies to secure regulatory approvals for transactions at the state and federal level. Morgan recently helped to secure the California Public Utilities Commission's approval of a leading telecommunications provider's acquisition in a proceeding that involved a contested evidentiary hearing and oral argument before the full Commission. Morgan's practice also encompasses supporting both large and small telecommunications carriers in their internal reorganization and refinancing efforts, including bond offerings and asset-backed securities transactions, as well as negotiating transactions and commercial arrangements.
Morgan has provided strategic advice to telecommunications providers, technology companies, and device manufacturers on a range of regulatory issues including spectrum licensing, wireless network security, the FCC's equipment authorization process, public safety, the Universal Service Fund and other federal funding programs, broadband classification issues, and more.
Morgan represented industry associations in appellate litigation involving the constitutionality of the FCC's Universal Service Fund and has co-authored amicus briefs before the US Supreme Court for tech-focused think tanks in cases involving Section 230 of the Communications Decency Act.
Morgan joins DLA Piper from a national telecommunications law firm. During law school, Morgan served as the Executive Editor of the North Carolina Banking Institute Journal and interned for the FCC and NTIA.
