Leonard Yoo is a Senior Associate in the National Security and Global Trade practice group at DLA Piper, where he advises multinational conglomerates, sovereign wealth funds, private equity sponsors, and other U.S. and foreign investors on the Committee on Foreign Investment in the United States (CFIUS) and global foreign direct investment (FDI). He has extensive experience advising U.S. companies and foreign investors on CFIUS and FDI strategy, including assessing and allocating regulatory risk, determining whether filings are mandatory or advisable, navigating the review and mitigation process, and designing and implementing related compliance programs and corporate policies.
Prior to joining DLA Piper, Leonard served as a Policy Advisor to senior officials and management the U.S. Department of the Treasury ("Treasury"), where he advised on complex CFIUS policy and case‑specific matters across a wide range of sensitive industries, including aerospace, defense, semiconductors, energy, cybersecurity, technology, telecommunications, life sciences, manufacturing, and critical infrastructure. At Treasury, Leonard reviewed or supervised over 200 CFIUS matters, including transactions requiring complex mitigation measures or divestment, as well as monitoring and enforcement matters, including those involving penalties. In addition, he supported Treasury's international engagement with U.S. partners and allies on FDI screening issues.
Prior to joining Treasury, Leonard was a Business Finance & Restructuring Associate at a New York‑based law firm, where he focused on debtor‑side bankruptcy litigation and corporate restructuring. While at NYU School of Law, Leonard externed at the Office of Management and Budget. Before beginning his legal career, Leonard served as a platoon leader and company executive officer in the U.S. Army Corps of Engineers.
