Leonard Yoo is an Associate in the International Trade practice group at DLA Piper, where he advises a diverse range of clients on export controls, economic sanctions, and the Committee on Foreign Investment in the United States (CFIUS).  Prior to joining DLA Piper, Leonard served as a Policy Advisor for senior officials and management at the Office of Investment Security (OIS), U.S. Department of the Treasury, on a full range of complex CFIUS policy issues across the aerospace, agriculture, biotechnology, construction, consulting, cybersecurity, defense, education, energy, entertainment, financial services, gaming, health, logistics, life sciences, machinery, manufacturing, marketing, metalworking, mining, real estate, semiconductor, security, space, technology, telecommunications, trade, and transportation industries.  At OIS, Leonard managed over 30 notice filings including those requiring complex mitigation conditions or divestment, supervised over 190 declaration filings, coordinated monitoring and enforcement activities on 24 cases including those subject to penalties, and supported OIS’s international engagement with partners and allies of the United States on investment screening matters.

Prior to joining Treasury, Leonard was a Business Finance & Restructuring Associate with a New York based firm, specializing in debtor-side bankruptcy litigation and corporate restructuring.  Before starting his legal career, Leonard served as a platoon leader and a company executive officer in the U.S. Army Corp of Engineers.
