Cait Barbas is an associate in DLA Piper's Telecommunications practice, where she advises communications and technology companies on national and global regulatory compliance matters, government investigations, and telecommunications transactions. Drawing on her experience as a former Attorney Advisor in the FCC's Enforcement Bureau, Cait helps clients navigate complex communications regulatory frameworks and assess regulatory risk.
Cait advises clients on federal and state regulatory compliance obligations, including robocall mitigation and STIR/SHAKEN caller ID authentication and requirements, Universal Service Fund obligations, E911, and Truth-in-Billing requirements.
She also assists clients in obtaining and maintaining telecommunications authorizations at the state and federal level, including certificates of public convenience and necessity and public rights-of-way approvals for fiber and dark fiber network deployments, and advises satellite operators, submarine cable providers, and communications companies on international market entry strategy and regulatory considerations. She also supports clients through FCC and state public utility commission reviews of spectrum acquisitions and license transfers of control, including regulatory due diligence, application drafting, and compliance obligations.
Cait's practice further extends to FCC enforcement matters and government investigations, including assisting clients in responses to Letters of Inquiry, consent decree negotiations, and compliance reporting. Cait also advises on Telephone Consumer Protection Act (TCPA) compliance and related litigation matters. Cait was part of a DLA Piper team that filed an amicus brief in the U.S. Supreme Court on behalf of two nonprofit organizations in consolidated appeals challenging FCC-imposed fines for alleged data breaches.
Prior to joining DLA Piper, Cait served as an Attorney Advisor in the FCC's Enforcement Bureau, where she focused on consumer protection matters and participated in the Attorney Honors Program. Her experience at the FCC informs her ability to help clients assess regulatory risk, develop practical compliance strategies, and respond effectively to government investigations.
