Rhys is a Senior Associate in the Middle East Projects team. Rhys advises government authorities, private developers and lenders on the development of major renewable and infrastructure projects and general procurement throughout the region. 

Rhys has vast experience in drafting, negotiating and advising on procurement documentation, concession and ancillary project agreements, construction contracts, operation and maintenance agreements, works contracts, interface agreements and consultancy agreements.

EXPERIENCE

  • Hydrogen Oman (Hydrom) in the first phase of the public tender for the award of blocks of land for the purpose of developing renewable energy projects, using Oman’s natural wind and solar resources, for the production green hydrogen and its derivatives (green ammonia, green methanol and synthetic fuel).
  • Tokyo Gas as a secondee, advising on renewable energy projects across Southeast Asia. (2021 – 2022)
  • Fortescue Future Industries as a secondee, advising on procurement of contractors for Fortescue’s green hydrogen, renewable energy and green steel projects globally. (2021)
  • ENGIE and Mitsui in relation to the development and financing of a solar and renewable hydrogen production facility in the Pilbara region of Western Australia that will supply the hydrogen produced to an existing ammonia production facility owned by Yara International ASA.
  • Saudi Water Partnership Company on all aspects of the procurement of several independent water transmission pipeline (IWTP) projects, including the recently closed Rayis-Rabigh IWTP.
  • Acciona on its bid for the Ras Mohaisen IWP.
  • The lenders supporting ACWA Power on the development and financing of the PIF Round 4 solar projects (circa. 5.5 GW across three plants) in Saudi Arabia.
  • The lenders supporting ACWA Power on the development and financing of the PIF Round 3 solar projects (circa. 4 GW across three plants) in Saudi Arabia.
  • The lenders supporting ACWA Power on the development and financing of the PIF Round 2 solar projects (2GW, 800MW and 300MW plants) in Saudi Arabia.
  • The lenders supporting a bidder on the REPDO 4 round of wind and solar projects in Saudi Arabia.
  • The Dubai Electricity and Water Authority on the procurement of the 1,800MW Phase VI of the MBR Solar Park in Dubai.
  • The lenders supporting ACWA Power on the Taiba and Qassim CCGT projects in Saudi Arabia.
  • The lenders supporting ACWA Power on the Rumah and Nairyah CCGT projects in Saudi Arabia.
  • Siemens as sponsor for the Surkhandarya 1,560MW CCGT Power Plant in Uzbekistan.
  • Oman’s Civil Aviation Authority on the concession arrangements for the Muscat, Salalah and Suhar Airports, including drafting and negotiating a long-term concession agreement.
  • Omani government in the PPP procurement of a truck road between Salalah and Thumrait.
