Ray Navarro advises space, satellite, and telecommunications companies on regulatory and compliance matters before the FCC and telecommunications regulators across Latin America and the Caribbean. Fluent in Spanish, his work has particularly focused on Latin American jurisdictions, where he supports satellite companies in obtaining required authorizations and navigating complex regulatory requirements, including satellite licensing, spectrum policy, equipment certification, and compliance obligations.
Ray's practice encompasses preparing applications for space and earth station authorizations, coordinating market entry across multiple jurisdictions, and participating in global consultations on evolving space regulatory frameworks, including issues relating to the ITU Radio Regulations governing international spectrum use.
He also advises telecommunications companies on the regulatory side of global expansion, including entity formation, foreign direct investment considerations, and associated ongoing compliance obligations.
Ray also counsels drone and unmanned aircraft systems (UAS) operators on spectrum authorization matters before the FCC, including pursuing waivers and experimental licenses, and advising on the regulatory pathways required to support operations.
Ray is originally from San Juan, Puerto Rico. He is actively involved in pro bono work and is part of DLA Piper's Committee of Associate Representatives (CARs).
