Brian Janovitz has extensive experience over more than a decade as a leading international trade and national security official at the White House and the Office of the US Trade Representative, where he developed major international trade, economic, and climate initiatives and litigated landmark disputes.

EXPERIENCE

Led the Biden Administration’s comprehensive “four-year” review of Section 301 tariffs on Chinese goods.
Led the development and launch of a Section 301 investigation of mature-node semiconductors.
Helped develop major international trade, economic, and climate initiatives for the Biden Administration, including Phase One negotiations with China, the Global Arrangement on Sustainable Steel and Aluminum, the comprehensive review of Section 301 tariffs on Chinese goods, G7 negotiations, and the US-EU Trade and Technology Council.
Served as the lead litigator of the largest WTO cases in history regarding large civil aircraft; successfully concluded framework agreements with both the EU and the UK.
Advised the National Security Advisor and Director of the National Economic Council on international trade and economic policy.
Directed and led work with allies and partners at the G7, World Trade Organization (WTO), and other multilateral fora, including serving as the US lead for the G7 Platform on economic coercion and the work on non-market policies and practices by the G7 Semiconductors Group.
Chaired a trade officials group consisting of partner governments focused on non-market policies and practices and economic coercion.
Engaged in significant consultation with industry and workers to understand relevant factual developments and inform strategic thinking, particularly regarding critical technologies such as electric vehicles (EVs), EV batteries, critical minerals, and semiconductors.
Supervised United States-Mexico-Canada Agreement (USMCA) litigation with Mexico regarding agricultural biotechnology.
Represented the Office of the United States Trade Representative (USTR) on the Committee on Foreign Investment in the United States (CFIUS).
Represented the Biden Administration with senior foreign officials and Washington, DC-based diplomats.
Led broad interagency decision-making processes, including on trade and climate, to successfully reconcile diverse views among US government agencies.
Worked closely with US industry and stakeholders to ensure Administration policy appropriately considers the needs of businesses and workers and build support for Administration positions.
Served as the lead lawyer for energy and raw materials and market access portfolios. Negotiated trade agreements on behalf of the US with the EU, the UK, and Kenya; negotiated chapters regarding general market access, agricultural market access, small- and medium-sized enterprises, and macroeconomic policies and exchange rate matters.
Successfully negotiated several ministerial decisions as the lead lawyer at WTO Ministerial Conference 10 in Nairobi, Kenya.

Brian previously served as an international trade associate specializing in trade policy, Foreign Corrupt Practices Act (FCPA), customs, export controls, and litigation before North American Free Trade Agreement (NAFTA) Bi-National Panels, US Court of Appeals for the Federal Circuit, Court of International Trade, International Trade Commission, Department of Commerce, Chinese Ministry of Commerce, and the WTO.
